Matt Carroll Cfm’s Expertise Matt has 20 years of experience representing government agencies at every level - Federal, State, and Local - within both the private and public sectors. He currently serves as a Senior GIS Analyst for WSP contributing on multiple floodplain management projects for the DHS and FEMA. Before that role he served as a Project Manager guiding multi-year Area Drainage Master Studies & Plans for Maricopa County, and as an IT GIS Analyst for one of the US Census-identified ten fastest growing cities in America. In addition to his work experience, Matt is concurrently furthering his education by diligently studying for both his Master's Degree in Geographic Information Systems (GIS) from Penn State University, and his Certified Associate in Project Management (CAPM) from the Project Management Institute (PMI). Before joining WSP Matt also worked for the State of Arizona's Department of Water Resources, the County of San Diego California, and 15 years as a federal contractor for the Department of Homeland Security's Federal Emergency Management Agency (FEMA). Matt represented FEMA for more than a decade on their National Map Modernization and Risk MAP contracts in dedicated support of the National Flood Insurance Program (NFIP). He worked for Michael Baker International performing Hydraulic and Hydrologic (H&H) computations to establish Base Flood Elevations (BFE) for Approximate Zone A Areas in support of the issuance of Letters of Map Change. He also routinely informed the public of FEMA NFIP CFR 44 regulations, including leading and presenting at two formal workshops sponsored by the Nevada Division of Water Resources for stakeholders in their state capital of Carson City and Las Vegas. Matt is a Certified Floodplain Manager and active member of the ASFPM.
